Cash grant for Hertsmere Leisure children's centres in Bushey

Two children’s centres in Bushey have been awarded council cash to buy new equipment for parents and children.
Hertsmere Leisure children's centres has been given £1,797 from Hertfordshire County Council for its centres The Reddings, in Harcourt Road, and Bushey Mill Children's Centre in Mead Way.
Among the items the money will buy are a notice board and play bikes.
The money has come from the council’s locality grant scheme.

That's £770,000 per year spent on whatever a councillor thinks will make him or her look more electable.
It doesn't seem like a good use of our taxes from where I'm standing, more a bribe with your own money. I'm not against grants, but giving a councillor £10,000 to spend on whatever they want doesn't seem very clever to me.
Will any county council candidates stand at the elections in May on a ticket to remove these discretionary grants? Is there any party that will commit to it in Herts?
