£250 from county council locality budget

Bushey Cricket Club has received £250 to help pay for five additional coaches.
The club currently has six coaches who train more than 100 children between the ages of six and 15.
Club president Robin Nicholls said: "It all helps because we are trying to do a lot for youth cricket and we are very fortunate to have coaches who give a lot of their personal time."
The money was given from Hertfordshire County Council’s locality budget.

Bushey is not an impoverished part of Herts (is it?) so why don't they raise their own money for the cricket coaching? Every other cricket club does, why not Bushey?
It's not why I pay taxes, so money can go to one cricket club from a councillors slush fund just before the elections.
