West Hertfordshire Hospitals NHS Trust disabled parking survey 'more tilted than the Leaning Tower of Pisa'

A survey asking whether disabled drivers should be charged to park at Watford General Hospital has been criticised for being "more tilted than the Leaning Tower of Pisa".

West Hertfordshire Hospitals NHS Trust is consulting visitors of its three hospital sites over plans to charge everyone the same £4 rate to park in its hospitals, despite previously waiving the charge for blue-badge holders.

Val Hogan-Buckle, a disabled patient, said: "Anyone needing to use a blue badge has severe difficulties and in many cases are on low fixed incomes which would be hard hit if they impose these charges.

"With the fuel increases, insurance increases and any associated costs for running a vehicle the motorist is being hit below the belt purely because we are a good source of income."

The survey asks whether it is right to charge blue-badge holders, and justifies the parking charge by citing administration costs, which include security, maintenance, road repairs, land charges, equipment, admin and personnel. It goes on: "It is important for the trust to cover these costs when deciding on the charging structure, otherwise the money would need to be found elsewhere, from services, staff and other infrastructure."

Trust chief executive Samantha Jones said: "Car parking and transport are clearly emotive subjects and there are no easy answers.

"The survey asks some searching questions and a number of possible methods for future parking charges. We need people to give us their honest views.

"We are open to all suggestions, but we do need to be mindful that future arrangements must not conflict with the trust’s green environmental responsibilities."

Barrie Irvine, a disabled driver who visits the hospital regularly, said: "I have completed the survey on hospital transport and parking and it is more tilted than the Leaning Tower of Piza."

He criticised some of the questions, suggesting they were "so loaded as to be of little or no value and appear to be an attempt to belittle the person doing the survey."

Some of the questions include "do you think blue badge holders should have free car parking?", "should blue badge car parking be subsidised by other car parking users?" and "do you agree the trust should be generating a small level of surplus funds from car parking to maintain and improve car parking facilities?"

Ms Hogan-Buckle added: "I don`t hold up much hope of them having a social conscience when they are trying to hit the vulnerable in the name of fairness.

"I have suggested the trust look to the drug company representatives who use the blue badge area frequently and go into the hospital to promote their companies goods.

"I had one parked next to me on Wednesday last week and a lady who was a wheelchair user could not get a space because of it."

Sam Jones should resign, as should anyone involved in this parking charge scandal.The whole thing is a scandal, a complete rip-off of sick people and their relatives.

I bet she gets free parking,because we are most definitely not in it together.

Seems the NHS trust is more interested in racking in car parking charges than it is in treating patients. I bet the staff dont pay to park. How about putting patients first, an alien concept to Watford hospital i agree.

Many non disabled visitors to the hospital could be having severe difficulties at that time, for instance needing to get to a&e urgently due to an illness or accident. Many non blue badge holders visiting the hospital will also be on low fixed incomes and are being hard hit already by the charge. I don’t see those two points are being any reason for blue badge holders not to be charged for parking at the hospital. Indeed across the board whilst its not something that I've pondered on too much I have wondered why blue badge holders get such preferential parking treatment, to the extent that they can even it seems park on double yellows etc. despite the traffic chaos and increased risk of accidents parking in such places brings with it.

I'm also aware that its possible to get blue badges for conditions that do not affect a persons mobility in anyway, and isnt it a little out of touch to claim that all blue badge holders are poor?

No, sorry argue that the charge itself is too high fine but I cant see any reason why blue badge holders should get preferential treatment when people in equally or more difficult physical and financial situations have to stump up.

Firstly, you can park in Scammell Way for free. It's a 5-10 minute walk from the hospital which doesn't help those with mobility issues or those in a hurry but it's a top tip for those with the luxury of time.

As for the issue of staff not paying for parking, I can't vouch for Watford General but at Northwick Park the staff get parking permits but the cost of them is taken out of their wages. The last time I checked it was upwards of £200 a year.

There is a fine line to this parking malarky. If parking were free you would get people parking there all day which isn't good for those who turn up in the middle of the day to find nowhere to park. But £4 minimum is an absolute disgrace. Hopefully this redevelopment of the hospital includes a pay on exit car park because you don't want to find yourself receiving treatment only to say to the doctor "sorry, I have to go, the meter's going to run out".

I don't think anyone should be too excited about the parking survey. The powers-that-be won't pay any attention to the results. The survey is 'consultation', so that box is ticked. And the parking charges will go ahead in due course.

A valid point BUT what about the story on this website the other week detailing that the hospital is scrapping its bus service. You can't claim you are charging car drivers more for 'environmental' reasons, if you scrap the only green transport alternative for people not living close enough to walk/cycle!

I think we have all got used to the fact that we pay for parking at hospitals. I believe that its NCP who are responsible for the charges. Correct me if I'm wrong. I have to go regularly to the hospital and am usually there approx 2 - 4 hrs each time. I don't enjoy paying and am currently on a low income. so its hard on me, but I accept it. I don't see why disabled peaple should get their parking for free. They get the benefit of parking near to wherever they are going, which is right and proper, as they haven't the mobility to walk far. but i don;t see any reason why they shouldn't pay for that privelidge.

Huge sums of money are being generatedin watford trust.

Why is parking free in Scotland and Wales? Maybe at Watford on Football days parking might be abused but on other days don't think so, never used to be before charges.

Veritas that is not the point here actually, however much I agree with you that parking should actually be free
