'Background manager' believed to be one of reasons for Beavers licence rejection
As well as the evidence gathered during the undercover operation, Hertfordshire police opposed the new licence for Beavers because they believe the club is operated by someone who controls the business "from the background".
Although Zoe Turpin is named as the designated premises supervisor, the police believe "she is no more than a figurehead for those operating the venue".
The name of the person the police believe is running Beavers has been redacted from official reports leading up to the licensing meeting.
The police said the person, who is not named as a director, would be refused a licence if they applied themselves.
For that reason, the committee refused the application for a new licence.
A statement from the committee, explaining its decision, said: "If the licence were to be granted, the business to which it relates would be managed by or carried on for the benefit of a person other than the applicant, who would be refused if he made the application himself."
