Proposals to build a Sarratt farm outhouse with septic tank facilities which have caused "great local concern and distress" in the area have been thrown out by politicians.

The application to build an agricultural dwelling with office and clean down facilities with a detached garage and log store, as well as associated residential curtilage and septic tank at The Mulberry Bush, in Dawes Lane, was heard at Three Rivers District Council on Thursday night.

Ann Shaw, leader of the council, said the various applications put forward by the farm has caused "great local concern and distress in the Sarratt area".

The site comprises a free range egg enterprise and has seen a number of development works being carried out, some without planning permission, which has resulted in the district taking enforcement action. Councillor Shaw said she felt this application was "not acceptable".

The Liberal Democrat councillor added: "I just feel that to stick this property in the middle of this open area of outstanding natural beauty will be a mistake."

Richard Bicknell, who was speaking against the application and on behalf of some of the residents near the farm said the feelings voiced to him about the application have been those of "incredulity", "disgust", disbelief" and "sheer resentment".

Mr Bicknell said: "This application constitutes inappropriate development in the Green Belt."

He also raised concerns that the area was one of "outstanding natural beauty".

Applicant, Tim Norris, said the proposals were originally submitted last year, and he has consulted with district council officers to find an appropriate location for the dwelling.

Mr Norris said it "has to go somewhere" and that "the council has had three options of deciding which is better".

Council planning officers recommended that planning permission be granted.

The farmer explained: "So really it’s where it should go and this is the third shot we’ve had a go at it."

Mr Norris also explained the "strong demand for locally produced food", telling planning committee members "by approving this application you will be helping to satisfy that demand".

Conservative councillor Amrit Mediratta seconded Councillor Shaw’s recommendation to reject the application.

Committee members threw out the proposals.
