Depends whether it's a refurbishment of a bus stop or a bus shelter.

Shelter should take two days if its just a straight replacement, however the entire stop (road markings, kerb works, any electrical or communication connections for a more modern shelter etc) could take longer. Four weeks does seem like overkill but if you consider that multiple contractors (civil contractor, bus contractor, electrical contractor at the very least) will probably be under orders to carry out works separately due to not leaving it out of use/closing the footway for a weekend especially if there are events at Vicarage Road.

Not ideal and not how I'd do it but these things can be delayed for various reasons and no doubt some would complain if they estimated two weeks and it ended up as 15 days.
