An appeal lodged by Mr Adam Scott against Hertsmere Borough Council’s decision to refuse the conversion of two semi detached buildings into one detached building in Newlands Avenue, Radlett has been dismissed.
The council said the main issue was the character and appearance of the area and the effect of the net loss of a residential unit on housing need.
The decision was made on Wednesday.
