How much does it cost to ring it from a mobile?

01923 counts as a normal call minute. Often these non-geographical numbers have a sting in the charges.

You have probably seen them around but what are 03 numbers and how much do they cost?

Ofcom introduced UK-wide 03 numbers as an alternative to chargeable 08 numbers, such as 0870.

These new numbers allow organisations to have a single national point of contact without consumers having to pay extra to call them.

Revenue sharing
Calls to 03 numbers cost no more than a national rate call to an 01 or 02 number and must count towards any inclusive minutes in the same way as 01 and 02 calls.

These rules apply to calls from any type of line including mobile, BT, other fixed line or payphone

Revenue sharing – where the dialled party can receive a share of what the consumer pays to make a call – is also not allowed on calls to 03 numbers.

The article above ends with the words 'The council said residents can find out which number they need to call www.hertsdirect.org/
contact.' What about people who do not have access to the internet?
Has this matter been consulted on with local county councillors and local residents in the Watford area? If not, I think this change of number should be deferred until such time as a proper consultation has taken place.
I was not even aware that an 01923 prefix number was available to telephone the county council office in Hertford. They kept that quiet.......

Frankly it took me less than a minute, by Google search, to find out everything I needed to know about 0300 numbers, their costs and plan inclusiveness. Shame you didn't do the same thing, but I suppose it is your ego of wanting to be the first to post that got in the way of doing that. Personally I prefer my 'politicians' to be prepared with the facts before opening their mouths.

Calls to 03 numbers cost the same as calling 01 and 02 numbers and count towards inclusive allowances on landlines and mobiles.

03 numbers offer exactly the same call-handling features as 08 and 09 numbers but without pushing any extra cost on to callers.
