A duo were snapped paddling across Lower High Street in an inflatable dinghy as main roads in Watford continued to be submerged due to severe flooding.

The road continues to be closed along with Water Lane as emergency services struggle to pump the water out.

The closures brought traffic to a standstill around the town centre and the situation was aggravated as flooding closed parts of the M1 and M25.
