The Environment Agency has reported that the level of the River Colne in Watford on Saturday was the second highest on record.
The only time it has been higher was in October 2000.
Although levels remain high, they have continued to fall since Saturday.
However, they remain highly sensitive to any significant rainfall as the surrounding area is saturated.
The agency will continue to monitor the situation as further unsettled weather is forecast for this week.
