OK, it may just be me but...

Relatively new building that went up rather quickly, possibly with a few shortcuts in construction, and now that has been somewhat exposed?

or...

Just an unfortunate incident due to extreme weather?

In my mind, I'm thinking modern buildings should be able to handle a few gusts of wind.

Will Hertfordshire CC send a bill to the developers for the fire service labour?

Astonishing! I bet this has caused major concern for the disabled people living and to staff working in the care home next door which is part of the same cheaply built development.
