Watford Borough Council is due to start taking on apprentices at its offices.
The authority said it has joined the National Apprenticeship Scheme, which aims to provide young people with entry level routes into different professions.
The council is currently looking at which of its departments would be best suited for an apprentice schemes.
Manny Lewis, Watford Borough Council’s managing director said: "Apprenticeships are an exciting way for young people and adult learners to earn while they learn, whilst at the same time gaining qualifications and experience.
"They create opportunities for both employers and the individuals who undertake the apprenticeship and I am looking forward to seeing how the council’s scheme develops."
