New affordable homes have replaced 90 garages on a West Watford estate.
Watford Community Housing Trust unveiled six three-bed houses, six one-bed flats and four two-bed flats in Croxley View.
The new homes have been fitted with solar panels to reduce their electricity bills.
The trust said the majority of the garages had been empty and had become a focal point for nuisance behaviour.
Watford’s Elected Mayor Dorothy Thornhill was on hand to officially open the homes on Monday.
She said: "It was a real pleasure to open much needed new social housing. I am delighted Watford's very own Community Housing Trust has made building new homes a priority and I was really impressed by their high standards - as were the new, happy tenants."
Tina Barnard, chief executive of Watford Community Housing Trust, added: "We are really proud to show off these new homes. They mark our first development in Holywell, so they are a key stepping stone towards reaching our target of 500 new homes in Watford by 2017.
"It’s wonderful to see that the new tenants are so pleased with the homes we’ve built."
