To reach the Food Standard Agency's top hygiene rating of five out of five, food outlets need to demonstrate high standards in food hygiene and safety and structural compliance.
Hygiene inspectors also need to have confidence in the management of the business.
The FSA says that any outlet should be able to achieve its top rating.
