Police are appealing for witnesses and information following an incident outside a pub in Bushey Heath.
Hertfordshire police were called to pub by the manager who reported two men causing a disturbance.
Police arrived and arrested a 27-year-old man from Aylesbury and a 24-year-old man from Oxfordshire on suspicion of causing an affray.
The incident took place between 6.00pm and 6.30pm on Thursday, April 24, at The Three Crowns pub in High Road.
The pub's landlord Michael Duffy said the men were not known to the pub.
Detective sergeant Chris Parperi is investigating and said: "At this stage the details of this incident are unclear, so I would like to appeal to anyone who witnessed what happened or who has any information about this incident to contact me."
