Hang on... Doesn't that mayoral system mean that if, say, C & D were the lowest two of A, B, C & D, but all of D had C as second preference, enough to beat B, then it would still come down to A vs B despite C having more votes?

Yes it would still be between A and B as the second preference votes are added to the top two where applicable, not the bottom two. So second preference votes for C and D are not relevant since they are out of the running.

IRV would have D eliminated and 2nd preference votes redistributed to A, B and C. If A, B or C > 50%, elected, if not then C discounted and 2nd pref. votes allocated to A or B or discarded as appropriate. Who decided on this system?

Looks like a mayoral win for Downhill. Jagtar needs >5,164 second preference votes to win, so it would take all of Cox's 2nd pref and half of Linda's just to get even.

If they'd have used proper IRV, then Phil's plus Linda's votes comes to 7,259, i.e. more than the number of votes to secure 2nd place. This is why this double elimination system is flawed fundamentally.

In other words, if everyone who voted for Linda Topping had put Phil Cox down as their second choice, then with Linda only eliminated for the second round, Jagtar would be eliminated for the third round and his second preference votes applied to the race between Downhill and Phil Cox.

I think it's also misleading as you do not have to actually put a 2nd preference and can even have your 1st and 2nd preferences as the same candidate. I don't think this is made clear at all at the voting booth.

Wouldn't it be ironic if this is the only article in the last year that Cox and Penn don't try and take over and comment on?

Maybe doing that and have whole comments sections removed because they didn't agree with them alienated the people of Watford?

UKIP got just 15% of the vote in the mayoral election, just beating the Tories who managed 13%. Does not look good for UKIP in the Councillor elections, and they failed to make a break through in Borehamwood which they targeted as well. Looks like SW Hertfordshire with its proximity to London is following the London pattern on UKIP support. Quite different to say Essex, where UKIP has performed strongly.

I think the Bridge over the Colne in Oxhey Park, (built to accommodate tanks from the Army of the Rhine rather than the odd dog walker and cyclist who actually use it), cost about £200,000. I believe about £130,000 was money from S106 contributions from developers who built retail warehouses, etc in the Lower High street area. I am sure though someone will know the definitive answer.

The good performance elsewhere by Ukip makes Cox and Penn's performance all the more dismal.

David Penn especially will need to have a look at himself, the way he came on here with his disastrous and frankly lazy policy of taking over every article, getting the WO to take down comments sections he didn't like and not doing any proper campaigning was shocking to say the least.

To be honest, Cox and Penn came across as smug chancers, the people of Watford seem to think so anyway.

Gave Dorothy Thornhill benefit of the doubt this time round purely on a local basis, the party is a shambles nationally, hopefully plans to regenerate Watford will continue and UKIP will do well in the European elections and help prevent Labour and the Tories ever from winning again in Watford.

to many libdem voters in watford, The residents of west watford will suffer major overcrowding and the people of watford and Three Rivers will all suffer with reduced health care just wait until the "Thornhill housing Estate" is built, personally I will seriously consider taking out a private healthcare policy for my family and myself as Watford General is highly likely going to go in to a major meltdown and people will have to travel further a field for a hospital bed or A+E visit, you reap what you sow folks !

Correct, last year my daughter had to go to Luton hospital as there were no beds at Watford, how many homes have been built on the border of Croxley Green in the last eight years, including Byewaters?

Then the impact on schools and other public services.

How many houses are under consideration for the possible new estate!

Liberal Democrats: 28
Conservative: 13
Labour: 6
Independent: 1

Now is
Liberal Democrats maintain overall majority in the District Council with 23 seats, Conservatives win 13 seats and Labour win 3 seats..

Under boundary changes, Libdems lost 5 and Labour 3

If this housing development goes ahead now as the mayor wants the property developer can build on the lions share of the land around the hospital which they wouldn't get if they wait until the hospital finishes it's review and funding request next year.

I don't live in west watford, I used to and I have friends and family that still do, unlike your selfish attitude I care about what happens to the area and my friends and family that still live there, those stupid allotments as you call them have been nurtured for years by people that have put a lot of time and effort into them, of course people need to live somewhere but they don't need to live in a cramped rabbit hutch style flat or house on land that is irreplaceable to the local major hospital.

I didn't lose anything iam a voter, watford born and bred and very concerned about what happens to the town and the only person who was going to do the right thing and not rush in to a major health development that could hamper a genuine hospital upgrade and actually wait until next year would of been UKIP's phil cox, But I did notice that phil had to come on here and at least defend himself from the stream of constant smearing that appeared to come from the libdems, desperate very desparate, can't wait till the general election next year when the libdems will be so desperate their political smearing machine will have to go into overdrive, but that won't save them they are a spent force and with Nick Clegg at the helme they will be whacked out of the game totally, I can forsee at lot of libdem MP's jumping ship to labour before next years general election.

If you are asking me whether I am angry that little or no action has been taken by the authorities to stop or diminish these practices, I can't argue with you.
I am even more concerned that an organisation like UAF doesn't get upset about it but gets upset against people that are upset against those practices.
