A man has been taken to hospital after a collision in Oxhey in the early hours of Saturday morning.
The man, believed to be in his 40s and from Bedfordshire, was taken to Watford General Hospital in a serious condition after a Fiat Scudo collided with a blue Ford Fiesta outside The Happy Hour pub in Eastbury Road.
A 54-year-old man from Watford and a 55-year-old man from Staines were arrested on suspicion of taking a vehicle without consent and on suspicion of driving under the influence of alcohol.
A third man, 50, from Watford, has also been arrested, for failing to stop after an accident.
Hertfordshire Constabulary is urging anyone who witnessed the collision to contact them via 101.
