Police, paramedics and firefighters were called to the crash at 5.25pm and closed the junction with Hempstead Road for an hour and a half.
Two fire crews from Watford were needed to free people trapped in two of the vehicles.
The crash between a grey Honda CRV, a yellow Ford Fiesta and a black Range Rover left one woman needing hospital treatment.
