Residents are being encouraged to visit the recently refurbished Waterfields Recreation Ground, close to the town centre.
As well as new planting, seating, signage and improvements to cycle and walking routes, Watford Borough Council has restored the Grade 11 listed Coal Duty Obelisk.
Councillor Iain Sharpe, cabinet member responsible for regeneration and development, said: "The nationally listed Obelisk dates from 1861 and was a bit lost and bashed-up.
"I am pleased to say it is now a wonderful addition to this part of the town. Do look out for it on your walks or runs through the park."
Coal Duty Markers were set up by the City of London to mark the points at which coal going into London became liable to a tax. This was levied originally to help pay for the rebuilding of London after the Great Fire.
Elsewhere in the town, the two coal duty markers on New Street were repainted last year, and the council will be carrying out some repair works to the final marker, on Water Lane, in the next few months.
