Hertsmere Borough Council is urging residents to continue to recycle their rubbish at home as recycling banks are being reduced.
Paper banks at 12 sites including Bushey, Borehamwood and Potters Bar, will be removed from January 26.
Councillor Jean Heywood said: "The vast majority of residents can recycle their paper in the blue box at home and most residents in flats have communal paper bins. The paper banks at our local recycling sites are just not being used enough to warrant them being there.
"In addition, paper recycling is continuing to decrease with more and more people using social media and getting their news from the internet."
Notices have been put up at the following sites, which are due to close.
In Bushey, the recycling points to close are Bushey Grove Leisure Centre in Aldenham Road, Bushey Country Club in High Street, Kemp Place car park and Costco in Hartspring Lane.
The Newberries car park in Watling Street, Radlett is also set to close.
