The police firearm unit surrounded a house in West Watford this morning.
Police were called to Harwoods Road at 10.18am to reports a man had been assaulted.
Officers found a man outside a house with what has been described as a small lump of concrete.
Attempts were made to detain the man however, he went into the house and items were thrown at officers.
Hertfordshire Constabulary said due to threats made to police, firearms units were called in to assist other officers.
A short time later officers went into the property and a man in his 40s and a woman were arrested on suspicion of assault.
A man in his 70s had sustained injuries to his head and he has been taken to hospital.
