Planning officers have backed proposals for 48 homes to be built in the centre of Rickmansworth.
Developer St William Homes wants to build the flats on the former gasworks site in Wharf Lane, Rickmansworth.
But planners at Three Rivers District Council have said the proposal should go ahead – despite more than 50 people objecting to the plans.
St William Homes withdrew its previous plans for 66 flats just days before a decision was due to made there. They were heavily criticised by the planning committee.
The development would be split into two blocks of flats.
