Police raided two suspected brothels in Watford.
Witnesses saw police vans parked outside two properties in St Albans Road on Friday afternoon.
Officers have now confirmed they had reports the two properties were being used as brothels.
They used warrants to "gather evidence".
A spokeswoman for Hertfordshire Constabulary, Olivia Finucane said: “Officers entered two premises on St Albans Road, Watford shortly after 2 pm on Friday May 13th as part of an evidence gathering following reports the properties were being used as brothels.
"As this is an on-going investigation forming part of a larger criminal investigation, it would be inappropriate for us to comment any further at this time.”
