An application to build a three bed home near Grade II listed buildings will be discussed next week.

Watford developers Counter and King are looking to build on the land behind 95 and 97 High Road, in Bushey Heath, and build a detached three bed home.

The application site is an area of land, originally part of the gardens of 95 and 97 and formerly occupied by an open-sided carport which has recently been demolished.

Number 91 and 97 High Road are Grade II listed buildings, forming a group of semi-detached mid-19th Century cottages. To the north of these buildings is a petrol filling station with single-storey retail building.

The development has been called in for Hertsmere Borough Council’s planning committee for consideration by Cllr Brenda Batten.

Cllr Batten called the development on the grounds of residential development standards, impact on neighbouring properties and impact on the listed building and conservation area.

Out of the five neighbours who were directly notified, on a site note displayed and an advert in the Watford Observer, none have supported the application.

Two neighbours have been commented against the application and have raised concerns the impact of the new development will have on the conservation area.

Following concerns also include the new properties will be further forward than other properties in Hartsbourne Road, in Bushey, and the loss of light houses on the road will have.

Hartsbourne Manor Association has objected to the application and said on the planning portal: “There will be an adverse impact on setting of conservation area.

“The design is unsympathetic and inappropriate for the location and it does not create a harmonious street scene.

“Revisions to the scheme have not overcome breach of 45 degree line. In previous appeal refusals in the area are based on impact on conservation area.

“Alterations to the rear of the listed cottages were all granted listed building consent, disputes view that these have reduced their integrity.”

Currently there is no objections from Hertfordshire ecology, Hertfordshire County Council’s highways department or waste services.

The planning committee will meet on January 12.
