A group of travellers set up camp in land off Leggatts Way overnight.
It is believed that they entered the site from Leggatts Green to avoid barriers installed by Hertfordshire County Council preventing them from entering from the other side.
Police attended the scene at around 9.30pm on Monday night.
In a statement, Hertfordshire Constabulary said: "Police have been made aware that a number of vehicles belonging to the traveller community entered Leggatts Green off North Western Avenue, Watford, at around 9.30pm yesterday evening (February 27).
"Officers are currently in communication with the travellers and are liaising with the relevant authorities. They will continue to monitor the situation."
