Bouncers will be posted outside a late night takeaway chicken shop after a man was savagely head-butted in an argument over chips.

The decision to review the late night licence of Roosters Peri Peri, in High Street, Watford was taken following the violent assault in March which left blood pouring from the victim’s face.

Despite his injuries, no member of staff contacted the police or intervened, while the only first aid offered was a napkin passed over the counter.

Following the “unnecessary and repeat” assault, the crime scene was not preserved and the attacker was able to freely leave the locality, hampering the police investigation into the incident.

Several attempts were made by police to obtain CCTV from the shop but this still had not been provided by the time Watford Borough Council’s licensing sub-committee met to discuss the review on Monday.  

The committee decided not to impose reduced hours on the takeaway but stated there must be at least one door supervisor posted between the hours of 11.30pm and 3.30am.

Licensing sergeant Rachel Brown reported that since the assault there had been another report to police about a separate attack, and other instances of fighting in the premises.

She also said that despite four members of staff being on duty at the time of the first attack, they were not suitable to deal with aggressive behaviour shown towards patrons.

She concluded that the takeaway failed to take any action whatsoever in regards to prevention, protection, safeguarding, first aid, and preservation of evidence.

Roosters licence holder Tahir Mirza agreed to several conditions prior to the committee meeting, including a limit of 10 people in the shop at any one time, excluding staff.

The premises must also have a comprehensive CCTV system installed and maintained to the satisfaction of Hertfordshire Constabulary, and there must always be one person on site who can administer first aid if needed.

The premises, which does not sell alcohol, is open until 2.30am on Monday, Tuesday and Wednesday, and 3.30pm on Thursday, Friday and Saturday.
