Around 10 caravans have come to settle on King George V Playing Field, Watford.
It is believed that they arrived earlier today and that they intend to leave on Sunday.
Cllr Nigel Bell said: “I am concerned about this as we have heard this before.
“I hope that Watford Borough Council and Hertfordshire County Council use all means necessary for the caravans to be moved on as soon as possible.”
Cllr Karen Collett, responsible for community, said: "We are aware that an unauthorised encampment of 10 caravans is on King George Playing Fields on Chaffinch Lane.
"Officers have visited the site and served notice for the group to move on by tomorrow morning.
"Further action will be taken promptly if the group fail to comply with the notice."
