Plans to build temporary accommodation in a village have been delayed so that inspectors can visit the site before a decision is made.

Three Rivers District Council put forward proposals to build two storey buildings comprised of six two-bedroom flats in Mill End at a planning meeting on Thursday.

The site is located to the north western side of The Queens Drive, south west of its junction with Quickwood Close.

There are currently 22 single storey flat roofed garage blocks close by both semi-detached and terraced homes.

The proposals include demolishing the existing buildings to make way for the temporary accommodation - which would also have six on site car parking spaces.

People living in The Queens Drive have previously objected to the plans due to the site being located near Green Belt land as well as the M25.

One resident said: “The proposed scheme should be the extremely close proximity of the new dwellings to the M25 motorway and the impact this may have on the health of future tenants and residents who will live in the properties.

“There are no close amenities if the residents and tenants have no vehicle available to them, leading to people who may be old, vulnerable or disabled feeling isolated.”

Chorleywood Parish Council put forward objections during the meeting due to concerns over the “proximity to M25 and lack of parking for vehicles in the garages”.

Hertfordshire County Council said the plans would “not have an unreasonable or significant impact” on the safety and operation of the surrounding highway with no direct impact.

However, the county council added: “The development shall not begin until full details of all proposed construction vehicle access, movements, parking arrangements and wheel washing facilities have been submitted to and approved in writing.”

The application was supported by a housing development manager at the council who highlighted that there are currently 51 homeless families in temporary accommodation within the district.

They said: “Of these 51 homeless cases 13 are currently placed in temporary accommodation out of our district with the furthest away being in Harlow, Essex.

“This clearly demonstrates that temporary accommodation within the district is greatly needed for homeless families.

“I support this application based on our temporary housing needs.”
