The NHS trust in charge of Watford General is still more than £11m in debt, a report today revealed.
West Herts Hospitals Trust, which also runs St Albans and Hemel Hempstead hospitals, reported a year-end deficit of £11,413,000 - one of just ten trusts across the country that are more than £10m in the red.
West Herts Primary Care Trust (PCT) also reported a £27m overspend for the financial year 2006/7 - the seventh largest overspend of any PCT in the country.
The Audit Commission's annual review of the NHS graded both thrusts with a 1, the lowest possible grade, meaning both were deemed "inadequate" and "below minimum requirements".
On Friday, David Law, chief executive of the trust, resigned after the publication of a Healthcare Commission report that rated the trust as 'weak'.
