RESIDENTS have criticised the Highways Agency for failing to make safe a crossing point in Garston.
Six months after the agency completed upgrade work at the junction of the A405 with St Albans Road, residents can still not use the crossing as it remains coned off to pedestrians.
Many elderly people live in the area and have been asking for improvements to the crossing for years.
Councillor Stephen Giles-Medhurst said: "I had thought that with these works improvements would have been made.
"Now, more than six months months later, not only have the Highways Agency not done the job, but they have made the area look a mess."
A spokesman for the agency apologised for the delay, adding that the work was still on-going and they would investigate residents' complaints.
