Conservative Paul Morris has won the Bushey Heath by-election.
With 748 votes, Mr Morris had a clear lead over Charles Bath, Labour, and Anita Ownsworth, Liberal Democrat, who collected 252 votes between them.
Mr Morris, who celebrated over champagne with his family last night, said: "I'm absolutely thrilled at the result. It's very encouraging to receive this level of support in these times of political apathy.
"I will do everything I can to live up to the expectations of the electorate, in order to reward their support."
The by-election was called after Conservative councillor Anne Swerling resigned last month for "personal reasons".
