Car parking charges will be introduced on Monday, restricting the use of space in Bushey Heath


Free car parks in Bushey Heath have been fitted with pay and display ticket machines in response to businesses occupying spaces.

From Monday The Rutts car park and the car park opposite St Peters Church Hall, both in High Road, will be subject to parking fees.

Councillor John Donne, portfolio holder for transport, said: "Local people raised concerns that spaces were being used by some business, taking them up all day.

“They have in fact been used for significantly longer than the two-hour limit which has limited traffic flow and turnover.”

Charges will apply Monday to Saturday, 8am to 6.30pm, costing 40p per hour. Business permits are available but will cost £400 a year.

Councillor Donne added: “We recognise that not everyone will be for the scheme."

The imposition of parking charges for all is a shame. The people abusing the two hour limit could have been easily identified with just a little efort.

Fines and threats of clamping, or the issuing of long term perking permits at a price could have solved the problem without imposing on all visitors to the shopping facilities in Bushey Heath.

It not the cost at 40p per hour that is the issue, but the sheer fag of making sure you have the right change, finding the machine in pouring rain annd returning to the vehicle when you have only a 10 minutes errand.

On a 8 hour business day, it will cost £3.20 a day, or £16 a 5 day week, or £832 a year, so most of the business people will apply for the £400 permit. Thus, meaning the same people will continue to park there without any time limits.

It would have been better to use the 'Tesco' idea - set the time limit to 2 hours, enforce it and fine the overstayers £70, thus meaning any business person stupid enough to park there for 8 hours every day will be paying £350 a week. Surely, this would deter them and free up spaces for others who want to use it. Surely, a better idea!!!

Or even have the 40p a hour charge for a maximum of 2 hours, but split it down, for example 10p for 15 minutes. I, as most people would, would stay only as long as needed then and rush to do what I was there for, but if I had paid for the full hour I wouldn't need to rush, and take advantage of the full hour. Anyone overstaying their paid time would then receive the fine.

It will make people less likely to use the shops - so it seems an own goal. In watford the car park at the end of Harebreaks has introduced pay and display (£1 for 4 hours) as a result car park is empty on Saturdays.
