Free car parks in Bushey Heath have been fitted with pay and display ticket machines in response to businesses occupying spaces.
From Monday The Rutts car park and the car park opposite St Peters Church Hall, both in High Road, will be subject to parking fees.
Councillor John Donne, portfolio holder for transport, said: "Local people raised concerns that spaces were being used by some business, taking them up all day.
“They have in fact been used for significantly longer than the two-hour limit which has limited traffic flow and turnover.”
Charges will apply Monday to Saturday, 8am to 6.30pm, costing 40p per hour. Business permits are available but will cost £400 a year.
Councillor Donne added: “We recognise that not everyone will be for the scheme."
