Kemal Butt has been elected Three Rivers District Councillor for Moor Park and Eastbury.
Councillor Butt (Conservative) received 2,285 votes compared to Jerry Asquith, (Liberal Democrat), who received only 838 votes.
Turnout for the vote was 69.7 per cent.
