Liberal Democrat Dorothy Thornhill looks set to retain her role as Watford Mayor as the results of the first round of counts has been announced.
Acting returning officer Manny Lewis said Mayor Thornhill received 19,153 votes, which was greeted by cheers and applause from her supporters, while Stephen Johnson (Conservative) came in second with 10,403.
Nigel Bell (Labour) is third with 10,029 votes while Alex MacGregor Mason (Green) received 2,173.
The result means that the second choices on the ballots belonging to Mr Bell and Mr MacGregor Mason must be recounted in the hope that one of the top two will achieve a 50 per cent majority.
Although not officially confirmed, it is extremely unlikely that Mr Johnson will make up the votes needed to win the election but the judicial process means the second round of counts must be carried out.
A total of 43,487 people voted, leaving Mayor Thornhill with a total of 46 per cent, Stephen Johnson with 24.9 per cent, Nigel Bell with 24 per cent and Alex MacGregor Mason with 5.2 per cent.
