Four males were threatened and mugged for their mobile phones by a group men in Watford town centre.
Police said the robbery happened at 9.00pm on Wednesday, February 15, in the area of The Parade and Albert Road South.
Officers are appealing for witnesses and described the group involved in the robbery as being in the late teens and 20s.
A 16-year-old from London has been arrested and is on bail in connection with the offence.
