Rickmansworth cafe applies for longer hours

A Rickmansworth cafe has applied to change its opening hours to allow it to continue trading late into the evening.
Dolce Caffe, in Moneyhill Parade, is currently open between 9am and 5pm, Monday to Friday, and 9am until 2pm on Saturdays.
An application to Three Rivers District Council requests changing these hours to 8am until 10pm, every day.
The owner said this would be in line with other businesses in the area.
The council's environmental officer suggested that noise from the cafe's outside decked area, which is below the upstairs flat, would have an adverse effect on the residents.

The job should be to remain impartial and speak to the residents surrounding and work on their feedback, for all they know the owner may have asked the residents their thoughts already and have no issues with the extension, thereby making the "opinions" of the council void?
