A woman from Watford was summoned to court after dropping a cigarette in the town centre.
Donna Eames Brandy was spotted discarding the butt by a Watford Borough Council officer in High Street in January.
She was approached by the officer and handed a fixed penalty notice of £75, which she then failed to pay.
Brandy, of Croxley View, Watford, was summoned to appear before Watford Magistrates’ Court on Monday and admitted by post one count of littering.
She was fined £75 and ordered to pay costs of £250 as well as a £15 victim surcharge.
Councillor Derek Scudder , councillor with responsibility for environmental issues said: "The council is working hard to improve the appearance of the town centre and is being successful in reducing the amount of litter dropped.
"However, anti-littering education and promotion alone has not proved a deterrent to some people and these cases show that the council will take action to deal with people who continue to drop litter.
"We need to change attitudes to litter and make people realise what they are doing matters."
