Dream home turns into a nightmare


An Abbots Langley man feels forced out of his “dream home” after plans were submitted to build a development next to his house.

Gareth Squance and his wife Lucy, 29, bought their house in School Mead last year, after a lot of hard work and “years of saving up”.

But now North Hertfordshire Homes plans to demolish and re-build Hillside Hall and alongside it build a block of ten affordable flats with parking, 13.7 metres from their bedroom window, he may be forced to sell-up or sacrifice his privacy.

The decision, which has raised a number of concerns from nearby residents, was made by Three Rivers District Council’s (TRDC) Development Control Committee last week.

The plans have not yet been approved, but are “on hold” until the end of September, while residents’ letters are reviewed.

Gareth, 29, who has started a petition, said: “We are absolutely gutted. I wake up at night worrying about the fact this will decrease the value of our home that we have worked so hard to buy.

“The flats will overlook our bedroom window.

“They will also tower over one side of the house - we will be plunged into darkness in our bedroom, in my wife’s office and in the kitchen.”

Hillside Residents Association is concerned the three-storey development, which will comprise a hall and four one-bedroom flats and six two-bedroom flats, will cause chaos in the area.

Edwin Josephs, who lives next door to Gareth, said: “People do not realise the shops would be so tall when they were built, this building will be the same height and will affect the whole area.

“We will also lose the green area where children play, to make room for the residents’ car park and the pathway schoolchildren use.”

Gareth said: “Anti-social behaviour has already gone up due to the shops, which were recently built here, and with more people, who knows what will happen.

“We have a two-and-a-half-year-old son, and this would have been the perfect place to bring him up.

“I do not think residents here realise the scale of the building, it will have much more of an impact than people first think.

“I feel like no-one is helping us. The development will completely destroy this area, it is quiet now but with ten parking bays underneath our bedroom window, it will be noisy.

“We already get blocked in out own driveway when the community hall is in use, but with only ten spaces for residents, it will get worse.”

Sally Bailey, representative for North Hertfordshire Homes, said: “This development will provide ten much-needed affordable homes to rent or part own.

“We have carried out several consultation events, and, although we understand that some residents still have minor reservations, the majority were fully behind the scheme.”

Sorry though that your sleep is affected. You must be frantic at the colapse of the housing market and the prospect of all that equity vanishing? Cheer up, as we're all in the same boat, so pour yourself a drink and relax!

I live literally around the corner and the proposed site is virtually on his doorstep.

If you lived there, you would feel exactly the same as he does.

Don't forget the disruption and noise that will probably continue for months coupled with the towering eyesore that will overlook his property, I think he has a right to be angry.

People like this deserve our support not criticism as posted earlier.

Cheap words from the above posters, until this starts happening to them, as will surely be the case, we should all unite and say no to developments that are clearly in the wrong location.
I notice in the Obbo that there is a proposed development planned on the corner of Eastbury Road and Kingsfield Road, madness I tell ya, utter utter madness and must be stopped!
My sympathies lay with Mr Squance, I hope that you are successful.
p.s, are there 1 or 2 toielts?

I am on Mr Squance's side. Developers, in my book, are the scum of the earth and the rampant, selfish, greedy destroyers of much of Britain. They ride totally rough-shod over the feelings of established residents, buy up nice big houses with lovely gardens, wipe them out and erect hideous little boxes in their place, and generally care nothing for the environment. If they have their way there won't be a single blade of grass or piece of woodland left in this country before long.
I wouldn't mind but they are such raging hypocrites as well! Every quote you ever see from a developer talks about providing affordable housing, as if they were some kind of social workers and philanthropists doing society a favour when, in reality, all they are interested in is screwing as much profit as they can to go into their own pockets.
I strongly suspect they have councillors and council officials virtually on their payrolls, too. Certainly, the whole system of planning applications and enquiries etc is completely loaded in favour of the developers and against the ordinary persons whose lives are bheing ruined by rampant, out-of-control development.

Before people jump to ridicule Mr Squance, they should take the time to acquaint themselves with the facts. The whole community is against this development. Developers and Three Rivers DC have already duped them once. The issue at hand here is that 20 flats have recently been built on this same road.

To build another 10 in a three storey development will just further spoil the whole character of the area. Only ten residents spaces are being provided when planning law normally demands 16. The planning officer cited that there is a bus stop and shops nearby so new residents wouldn't need any more than 10 cars!

Every new development should provide additional 'amenity' space. This was not only does not provide any additional amenity space but takes away an existing area equivalent to a third of the whole Hillside Hall development. Nobody wants more flats. As part of the 'deal' with the Council, they get a free hall if they allow 10 flats to be built. Mr Squance has indeed been vocal, but the whole community is against this; there will be significant congestion, parking problems and another ugly out of place building in what is an estate of mixed private and council housing. This may not be the ‘poshest’ part of Abbots Langley but surely every area should be treated equally. Just imagine if this was proposed in an area where one of the councillors lives!

Clearly our friend in Borehamwood has no idea of the consequences of being overrun by high rise developments. I fully support Mr Squance and have the deepest sympathy with them. The council need to stop this development immediately. I would guess 99 percent of people in this area object to this development. Listen to the people Three Rivers. They pay some hefty council tax charges!! If they don’t want it, don’t approve it.

Hans is probably a property shark....sorry, developer himself. On the offensive.
Anyway, i see the rest of us are not the kind to roll over under the pressure and would fight for what we have.
As for affordable housing, no need - due to Labours miss-management, property prices are in freefall.
These family unfriendly cardboard boxes should never be built.

Typical situation in today's Britain, and I totally sympathise with Mr Squance. How the local authorities are not intervening in this matter, I have no idea, but I can only hope for Mr Squance's sake that the right decision is made and that alterations to the proposals can be found.

As a previous post suggests, imagine if this was proposed in an area where one of the councillors live. Good luck Mr Squance.

What can be more important than providing a safe home for your family? I fully support my husband and his commitment to making sure the area maintains it's character and is unspoilt for local residents. I challenge anyone to say that since the shops have been build that the traffic congestion and the antisocial behaviour hasn't increased. Why would any resident want to add to this?

My heart truly goes out to you. I can't imagine how emotional it must be to see your future and dreams possibly disappearing with so little you can do about it. In Canada here we've seen very similar incidences but luckily the neighborhood stands strong, united and undivided and usually the developer finds an alternative building site. It is understandable that there is a need for lost cost housing but it shouldn't affect the current residents of a neighborhood. I truly wish the best for you and that your happily ever after will become a reality. Your young Master Squance deserves to have the safe, quiet, green home you've chosen for him - not the hard, dark, shadowed concrete a developer would like to see. Best of luck to you, my thoughts and prayers are with you!

I feel so sorry for people like Gareth and his neighbors. The developers say most people agreed, who did they ask that really agreed to have more homes built in a totally inappropriate place. They say they have had consultation but were the responses really considered?
I really hope the council listens to its residents better than the developers. There must be more appropriate sites for homes, like the old school site where our new home has been built, it is by a railway line and no houses for some distance as well as being a brown-fields site, much more appropriate than right in this young family's back yard.
I really hope that things work out for Gareth and his family, we all deserve to have our family life protected and I am glad he is standing up for his.

I heard through my community contacts that a survey was carried out be residents regarding this development. There has been ONE HUNDRED PERCENT against this development. That leaves one question. If the residents dont want it then why are the council not stopping this immediatly? Your answer.... because someone namely North Hertfordshire Homes are going to line Three Rivers pockets. Just out of curiosity, what on earth are North Herts Homes developing in South Hertfordshire? Is this not a bit out of their way? The survey the residents completed would seem to suggest that North Herts have lied in their quote regarding this article. Lets see a resident victory in the near future. Stand up and be counted.

Its such a shame that with what space we may have left around our homes, that it possibly may well have already plans in the making to build new developments
I totally understand how you both are feeling and especially for your son. you have my full support in being against this development which will (if it goes ahead) bring all the negative issues such as; traffic congestion in your street & antisocial behaviour, theres far plenty of that around needing dealt with, without making matters worse by adding to it. (I too have a bought home and a son.) Its turning out to feel like we are all just like sardines in a tin, just keep on squeezing in another one!give us the space we need as human beings!I really hope this issue gets resolved with a postive outcome for all the affected residents in Gareth & Lucy's street. I wish you all the very best.

I have spoken to the person who carried out the survey, Mr Squance and yes I can. Everyone in the area has said they do not want this. Some have stated (over 50%) they were not consulted. He has the signatures to prove it. No one is in favour of it. Mr Squance also said he has been approached by strangers asking him to help stop this going through. Some are elderly and do not have internet access..

Thanks you for all the comments of support. It is a fact that I have indeed carried out a local survey of what all residents in the vicinity of this development feel. They have also signed a petition stating that they do not want this development to go ahead. If the council say they are doing it for the residents and the residents say they do not want it, it does leave you pondering financial gains elsewhere at the resident’s expense in particular, my own. This is not a sob story, this is a real life changing and detrimental proposal NHH have made. I am still at my ends with this and cannot believe the application has gotten this far. It breaches Planning guide lines on many levels but, the planning officer seems to have turned a blind eye to these. We have asked legal questions and not received answers. Our councillors, bar Paul Goggins have been appalling and not supported us, because yes you guessed it, they are on the planning board/committee. I truly feel as though we are being hung out to dry as a community. Out of 73 households, they all said they do not want this development due to its overbearing size and the fact that it will invade the majority’s privacy by looking directly into homes and rear garden areas. Since the petition, support has grown. People have approached us offering support to stop this going ahead. If anyone has legal experience and can help us take on TRC and NHH your support would be welcome. The petition have been emailed to the planning office and the Watford Observer for continuity.

And your claims of Three Rivers receiving financial inducements?

And what about your comment on North Herts Homes developing in the south. Surely then going by your Scottish Widows shouldn't sell financial products to any one who lives south of the border and hasn't been bereaved !!!

The council have approved the application. We will not stop at that and will do everything we can to stop this going ahead. If you are free at 0930hrs on Saturday the 13th Sept, there is a photo being taken of residents against the development
