Planned cable repairs in Rickmansworth Road are causing traffic to queue in both directions.
UK Power Network, carrying out the repairs, has installed temporary traffic lights at the junction with Gade Avenue.
The roadworks, which are expected to take up to a week, are backing up traffic as far as Croxley Green and Watford town centre.
In Whippendell Road, temporary traffic lights have been installed at the junction with Hagden Lane by Hertfordshire County Council while the permanent signals are refurbished.

Couldn't the numpties at UK Power & HCC have scheduled their work before the resurfacing.
