A freeze in Council Tax, for the third year in a row, will be discussed by Hertfordshire County Council next week.
The government has announced a "Council Tax Freeze Grant" for councils for the next financial year.
This means a Band D property will pay £1,118.83, the same figure as last year, if proposals are approved on Tuesday.
Due to the uncertainty surrounding Government funding from 2013/14, a report to the council said "significant additional savings will need to be identified".
The council has made savings by reducing its staff and money spent on agency workers, but further reductions will take place this year.
