Tackling graffiti and flyposting has led to Watford Borough Council being shortlisted for a prestigious environment award.
Judges for the Local Government Chronicle Awards have cited decreasing levels of anti-social behaviour in the town as the reason for Watford's nomination.
A recent council initiative, Operation Rianna, has targeted flyposters and graffiti artists by naming and shaming individuals and companies as well as taking legal action in extreme cases.
Watford Mayor Dorothy Thornhill was pleased that the council is being recognised as one of the best in the country in this area of work.
She said: "Tackling anti-social behaviour has been a priority.
"Graffiti and fly posting are not only eyesores, but can also contribute to other antisocial behaviour, to the detriment of a whole area."
The awards will presented in March.
