Bernard Humphreys
Bernard Humphreys, who worked in the treasurer's department at Watford Town Hall, had just gained first place in the final exam of the Institute of Municipal Treasurers and Accountants. Born in Watford, he went to the Boys' Grammar School and lived in St Albans Road. Published in The Watford Observer, February 1, 1952. Picture reference: 1769A.
