After a goalless draw at Ewood Park, Watford entertained Blackburn Rovers in the second leg of a second division play-off semi-final.
An early Simon Garner goal for the visitors deflated a crowd of only 13,852 and although Neil Redfearn hit an equaliser, Rovers went through by virtue of their away goal.
Watford suffered through the absence of Player of the Season Glyn Hodges, who had missed the end of the campaign through injury.
