Watford fan group The 1881 Movement displayed a banner prior to the Hornets’ victory at Fulham which backed a campaign for the Premier League and Football League to legalise safe-standing areas at stadiums.
The banner was borrowed from Manchester City’s 1894 Group and was on show at the foot of the Rookery Stand shortly before kick-off on Tuesday night.
All-seater stadiums have been compulsory in English football’s top flight since the Taylor Report which followed the Hillsborough disaster.
Championship grounds must also be all-seater after a club has been in the division for three seasons. Standing is allowed in League One, League Two and below.
Safe-standing has been implemented in many countries around Europe. In Germany almost half of Bundesliga clubs use rail seats which can be locked and unlocked with ease to allow safe-standing or seated areas within a stadium.
