Walter Mazzarri described referee Graham Scott as terrible after sending off Roberto Pereyra in Watford's 3-1 defeat at West Brom.
The Hornets attacker was provoked by James McClean during the second half and reacted by pushing the Baggies substitute.
But Mazzarri was very critical of the referee and insists McClean was more responsible and should have been dismissed.
The Watford head coach said: “I think it was absolutely not fair. It’s normal a player gives a small push especially after a rival was pushing him the whole time.
"If there was someone to be sent off it has to be the other person. If not you send both off. It should have never ended like that."
Mazzarri, who also felt goalkeeper Heurelho Gomes was unfairly blocked for the hosts' first goal, added: “I think I was very clear before. He [Scott] has been terrible and he changed the result of the game. I always say what I see.
"We played a great game that was influenced and changed the final result because of the referee. To end up with ten men the way we played it’s something I don’t really like."
