Watford have released a statement explaining what the club have done following the problems at the Queens Park Rangers match in April.

The statement read:

FOLLOWING a review into matters occurring at the Hornets' final home fixture of the 2010-11 season, against Queens Park Rangers, Watford FC would like to report back on a number of actions the club set itself.

The Hornets would like to express their gratitude to all people, whether club employees or otherwise, who freely gave their time to help an independent consultant - commissioned to run the review - build up as full a picture as possible of what happened on the day.

The report will not be a matter of public record, however there were several recommendations contained therein which have allowed Watford FC to reach sensible conclusions against the action points the club raised against itself. Other recommendations, not directly related to the actions mentioned, are also being implemented.

The actions - first published in May's initial club statement - are set out below, followed by the report's conclusions and Watford's future actions, based on the recommendations.

TO review ticket purchasing policy for high-profile matches and communicate same ahead of 2011-12 season.

Report conclusions and recommendations summary:

Tickets were sold in line with 2010-11 policy - and as communicated publicly - for the QPR fixture. However additional restrictions upon ticket purchasing should be implemented where all parties involved in match organisation deem fixtures to carry a risk of disorder.

A number of items must be better factored in when reaching this conclusion, and high-profile matches must be considered on their individual merits.

TO review 'tolerance' policy operated in Rous Stand and communicate same ahead of 2011-12 season.

Report conclusions and recommendations summary:

The current policy of 'tolerance' in the Rous Stand is too ambiguous and open to interpretation.

The Rous Stand should join the Rookery Stand and the Vicarage Road Family Area in clearly being defined as an area for home supporters only.

It is reasonable that the corporate hospitality areas of the Rous Stand should still accommodate visiting supporters, attending the game as guests of regular Watford FC clientele - who shall be responsible for their behaviour at all times.

TO assist police with prosecution and football banning orders where appropriate.

Several prosecutions in relation to pitch incursions and incidents of assault within the stadium were pursued by the police, with the full co-operation of the club through both CCTV footage and witness statements.

TO identify and take action against Watford supporters relating to the incident in the middle of the Rookery Stand.

In addition to the previous point, it is important to stress that the judicial process must be allowed to take its full course.

After this time, Watford FC should seek to meet with and, where appropriate, take action against offenders.

TO identify and take action against Watford supporters who bought tickets for QPR fans in 'home only' areas of the ground.

Report conclusions and recommendations summary:

Identification is difficult where directly attributable tickets are not recovered, however Watford FC has taken a number of steps to identify offenders with regard to the intentional purchase of tickets in home areas of the stadium for use by away fans.

Based on other ticket purchase policy recommendations, more robust purchasing restrictions - particulary on matchday itself - should reduce the risk of disorder in home areas of the stadium.
