SECTION 16A ROAD TRAFFIC REGULATION ACT 1984 TEMPORARY CLOSURE OF VARIOUS ROADS FOR THE HARROW COMMUNITY LUNCH
HARROW COUNCIL HEREBY GIVE NOTICE that they have made a traffic order under the provisions of section 16A of the Road Traffic Regulation Act 1984 that shall temporarily close the roads referred to in this notice to allow an event known as the Harrow Community Lunch to take place. The general effect of the order shall be to:-
1. Temporarily prohibit vehicles from entering the following roads between 09:00hrs and 18:00hrs on 17th June 2017;

(a) Barrow Point Avenue;

(b) Becmead Avenue, between its junctions with Hughenden Avenue and Willowcourt Avenue;

(c) Chandos Road;

(d) Drury Road, between its junctions with Vaughan Road and Heath Road;

(e) Hillcroft Avenue, between its junctions with Downs Avenue and Central Avenue;

(f) Hillview Road, between a point opposite the northern boundary of No. 45 Hillview Road and the southern boundary of No. 25 Hillview Road;

(g) Merivale Road, between its junctions with Sumner Road and Colbeck Road;

(h) Sandringham Crescent, between its junctions with Jasmine Gardens and Cross Road;

(i) The Chase, Pinner, the north-western arm.

2. Nothing in paragraph 2 above shall apply to:-

(a) any vehicles being used for ambulance, fire brigade or police purposes in an emergency;

(b) anything done with the permission or at the direction of a police constable in uniform or a traffic warden;

(c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;

(d) any vehicles used in connection with the Harrow Community Lunch event;

(e) residents needing to gain access to their property, as far as is practicably possible;

(f) vehicles when used in the service of a local authority in pursuance of statutory powers or duties provided that in all the circumstances it is reasonably necessary in the exercise of such powers or the performance of such duties for the vehicle to enter the restricted streets.

3. The provisions of this order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2002 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

4. Diversion route;

(a) via Barrow Point Lane and Paines Lane;

(b) via St Leonards Avenue, Kenton Road and Mayfield Avenue and vice versa;

(c) via Pinner View, Cunningham Park and Beresford Road and vice versa;

(d) via Vaughan Road and Wilson Gardens;

(e) via Downs Avenue, Church Avenue and Central Avenue and vice versa;

(f) No diversion

(g) via Bowen Road, Butler Road, Drury Road and Lance Road and vice versa;

(h) No diversion
