SECTION 16A ROAD TRAFFIC REGULATION ACT 1984
TEMPORARY CLOSURE OF VARIOUS ROADS FOR THE HARROW COMMUNITY LUNCH
HARROW COUNCIL HEREBY GIVE NOTICE that they have made a traffic order under the provisions of section 16A of the Road Traffic Regulation Act 1984 that shall temporarily close the roads referred to in this notice to allow an event known as the Harrow Community Lunch to take place.
The general effect of the order shall be to:-
1. Temporarily prohibit vehicles from entering the following roads between 09:00hrs and 18:00hrs on 3rd June 2018;

(a) Barrow Point Avenue, between its junction with Avenue Road and a point opposite the party wall of Nos. 81 and 83;

(b) Drury Road, between its junctions with Vaughan Road and Butler Road;

(c) Heath Road, between its junctions with Drury Road and a point opposite the party wall of Nos. 20 and 22;

(d) Hillview Road, between a point opposite the party wall of Nos. 18 and 20 and a point opposite the party wall of Nos. 28 and 30;

(e) Merivale Road, between its junctions with Sumner Road and Colbeck Road;

(f) Sussex Road, between its junctions with Rutland Road and Oxford Road.

2. Nothing in paragraph 2 above shall apply to:-

(a) any vehicles being used for ambulance, fire brigade or police purposes in an emergency;

(b) anything done with the permission or at the direction of a police constable in uniform or a traffic warden;

(c) any person who causes any vehicle to proceed in accordance with any restriction or requirement indicated by traffic signs placed pursuant to Section 66 or Section 67 of the Road Traffic Regulation Act 1984;

(d) any vehicles used in connection with the Harrow Community Lunch event;

(e) residents needing to gain access to their property, as far as is practicably possible;

(f) vehicles when used in the service of a local authority in pursuance of statutory powers or duties provided that in all the circumstances it is reasonably necessary in the exercise of such powers or the performance of such duties for the vehicle to enter the restricted streets.

3. The provisions of this order will not have effect unless all the signs in accordance with the provisions of the Traffic Signs Regulations and General Directions 2002 are displayed, removed or covered, or unless at the direction of a police constable in uniform or a civil enforcement officer.

Diversion route;
(a) via Paines Lane and Barrow Point Lane and vice versa;

(b) via Vaughan Road, Wilson Gardens and Butler Road and vice versa;

(c) via Bowen Road and Vaughan Road and vice versa;

(d) via Grimsdyke Road;

(e) via Bowen Road, Butler Road, Drury Road & Lance Road and vice versa;

(f) via Bedford Road, Pinner Road & Devonshire Road and vice versa.
