Police were called to reports of two men acting suspiciously near an industrial unit.
Officers carried out a search at a unit in Imperial Park, Watford at 10.22pm on Tuesday, March 6.
A spokesperson for Hertfordshire Constabulary said: “The men could not be found and, having spoken to security, no offences were believed to have taken place.”
Police are treating it as a suspicious incident at this time.
